HSE & Legislation Update: September 2026

Every month we check UK health and safety law, HSE guidance and consultations for anything that changes what swiftRMS puts in your documents. This check covered 1 July to 29 September 2026. Six things in your documents are now more accurate, and a few changes are coming that are worth planning for.

  • FixWork at height means any place where a fall could cause injury, at any height, as the Work at Height Regulations 2005 define it. Safe systems of work had applied the Regulations only above 2 metres
  • FixConstruction Phase Plans cite the Work at Height Regulations 2005 for scaffold inspections (regulation 12 and Schedule 7): before first use, after anything that could affect its safety, and at least every 7 days
  • FixHAVS assessments no longer say the law requires health records to be kept for 40 years. HSE's guidance (L140) says keep them for as long as the worker is under health surveillance, and longer if you choose
  • FixSafe systems of work give HSE's Incident Contact Centre, 0345 300 9923, for reporting fatal and major injuries by phone
  • ImprovementManual handling assessments now draw on HSE's push and pull guideline figures for women (15 kg to start or stop a load, 7 kg to keep it moving) as well as for men (20 kg and 10 kg), as L23 does. Check the figures suit your team when you review each assessment
  • ImprovementCare assessments refer to the Care Quality Commission's current assessment framework: five key questions, each with its quality statements
  • LegislationAwaab's Law is due to widen on 30 November 2026. Social landlords will have to deal with more hazards to fixed timeframes where they pose a significant risk, including excess cold and heat, falls, structural collapse, fire, electrical hazards and domestic hygiene. Worth knowing if you carry out repairs in social housing
  • LegislationRIDDOR: HSE consulted on changes to help reduce work-related ill health and simplify reporting. The consultation closed on 7 July 2026 and HSE has not published its response yet, so reporting rules stay as they are for now
  • LegislationAsbestos and lead: HSE is reviewing the Control of Asbestos Regulations 2012 and has consulted on the exposure values in the Control of Lead at Work Regulations 2002. Neither has changed yet
  • LegislationPPE: the government updated its list of designated PPE standards on 7 August 2026. We are checking the standards swiftRMS suggests against it
  • LegislationWorkplace exposure limits have not changed. EH40/2005 still sets respirable crystalline silica at 0.1 mg/m³, despite claims online that it has been cut

Your Standards: Write Your Rules Once, Every Document Uses Them

Enterprise organisations can now write down how they work, once, in a new Standards area, and every document they generate is built from it. Site rules, standard PPE, emergency arrangements, the substances you use and the tools you run, all in your own words, on every RAMS, COSHH, SSOW, HAVS, manual handling assessment and Construction Phase Plan.

A Setup Checklist That Ticks Itself

New accounts now see a short setup checklist on the dashboard: add your logo, add a client, edit a section, generate a linked document, export, make a second document. It ticks from what you have actually done, with nothing to mark off, and coach marks point at the two controls people most often miss.

Two Signatures on High-Risk Documents

Some documents are too dangerous to issue on one person's say-so. Mark a document high risk and it needs a named co-signer's counter-signature before anyone can acknowledge it, share it or export it. Available on Business and Enterprise plans.

  • FeatureAuthorise co-signers in Settings, Team. Managers and above only, and never yourself
  • FeatureFlag a document high risk in the editor; the switch explains itself if no eligible co-signer exists yet
  • FeatureApproving picks the co-signer, and the document waits, locked, until they counter-sign

Route to the Nearest A&E on Every Document

Every document now finds the nearest A&E to your site address, works out the road route, and prints a map of it in the Emergency Procedures section with the hospital's name, address, distance and drive time. A QR code beside the map opens live turn-by-turn directions on a phone, so a printed copy carried onto an unfamiliar site still gets someone to hospital. Works on RAMS, COSHH, SSOW, Manual Handling, HAVS and Construction Phase Plans.

  • FeatureNearest general adult A&E found automatically from the site address when a document is generated, and again whenever the address changes
  • ExportRoute map with the site and hospital marked, plus name, address, road distance and drive time, printed in the Emergency Procedures section of every document type
  • FeatureQR code beside the map opens live driving directions in Google Maps on any phone. No app, no account
  • FeaturePick a different hospital from the closest few if the nearest by road is not the one you would send someone to. The map and drive time update to match

Your Brand Colours on Every Document

Pick two colours in your organisation settings and every exported PDF renders in them: headings, rules, table headers and panels. Set nothing and documents look exactly as they did before. Risk ratings and hazard classes keep their standard colours, because on a safety document those colours carry meaning.

Document Numbers You Can Read Down a Phone

Set a short prefix for your organisation and every document gets a sequential reference like ABC0001, ABC0002, printed on every page. One running sequence across the whole organisation, so quoting a reference in a meeting or an HSE visit lands on exactly one document.

  • FeatureChoose a prefix of two to six letters or numbers in your organisation settings
  • ExportThe reference replaces the old eight-character code in headers, footers and cover pages on every document type
  • ImprovementA document keeps the prefix it was issued under, so renaming the prefix later never changes references already in circulation

A Proper Construction Phase Plan Editor

Construction Phase Plans now open in an editor built for them, with every section of the plan editable after generation: site rules, welfare arrangements, health and safety aims, emergency procedures and the rest. The project team is an open list, so a named first aider or fire marshal has somewhere to go.

  • FeatureEvery section of the CPP is editable, instead of the three fields the old RAMS-style tabs could reach

Change Plan From Your Billing Page

Paying customers can now move between Pro and Business from the billing page. The plan comparison shows for subscribers, marks the plan you are on, and switching opens the secure billing portal, which prorates the difference.

A Cleaner, More Consistent Dashboard

One set of controls across the whole dashboard: the same filters, buttons, labels and spacing on every page, instead of each screen doing its own thing. Five fixes along the way, one of them a HAVS calculation error worth reading.

  • UXFilters, tabs, buttons and section labels now look and behave the same on every page
  • UXDocument type is shown as a coloured dot inside the filter, so the active filter is always readable
  • FixGenerating a batch of project documents no longer removes documents you attached to the project by hand, including approved ones
  • FixHitting a generation limit no longer leaves you stuck behind the progress screen
  • FixHAVS assessments: the tool editor was recalculating daily exposure points with the wrong formula, giving 30% of the true value, so some assessments looked safer than they were. It now uses the HSE formula (magnitude squared, times hours, times two), and existing assessments recalculate when opened
  • FixEmail addresses, company names and postcodes on PDFs no longer break across lines with a hyphen
  • FixRemoved the profile photo upload, which had never worked

Everything for a Client on One Page

Each client now has a page that gathers their documents, projects and permits, with contact details you can edit in place.

Join Your Team Straight From the Invite

Invited team members now create their account on the invite page itself and land on your dashboard, instead of being sent through the trial sign-up. Invitation links also explain themselves when something is off.

  • ImprovementAn invite link that has already been used, been revoked or expired now says which, with a way forward, instead of a red error

Needs Attention, on Your Dashboard

A panel at the top of the dashboard with the things that need a decision from you: reviews overdue or due within 30 days, permits expiring within 7 days, documents awaiting your approval or your sign-off, and drafts you have left untouched.

Targeted Sign-Off: Assign Who Must Sign Each Document

Choose exactly who needs to sign each RAMS instead of chasing your whole team. Pick the members for the job, and the document tracks just those signatures: who has signed, who is outstanding, and when everything is collected. Available on Business and Enterprise plans.

  • FeatureNew Who needs to sign this? picker on each document: assign the specific team members for the job, or leave it open so anyone on your team can sign
  • FeatureRequired Signatures panel shows progress at a glance (3 of 5 signed) and lists exactly who is still outstanding
  • ImprovementSign-off declarations are now enforced: the confirmation boxes (read and approved, AI content reviewed) must be ticked before a document can be signed off, and the audit trail records them
  • FixSigning or acknowledging now shows immediately in the signatures panel, no refresh needed
  • FixThe Viewer role is now enforced on the server as read and acknowledge only. Viewers could previously generate documents

Two-Factor Authentication (2FA)

Add a second layer of security to your account with app-based two-factor authentication. Turn it on for your own login, or, if you run a team, require it across your whole organisation so every member must set it up before they can open a document. Works with any standard authenticator app.

Export With or Without the Client Sign-Off Box

Sometimes you need to share a document without the assessor and client declaration box, for review, for a client's records, or before it has been signed. The download button now lets you choose: export with the sign-off section as normal, or without it for a clean copy.

CPP Programme Dates: Start, Duration and Completion

Construction Phase Plans now capture and display the estimated start date, duration of the works, and estimated completion date, requested by customers whose clients expect them on the CPP cover. Existing CPPs can be updated from the editor without regenerating.
